AVGN just did a video on ROB you might want to check out.
I actually bought a Nintendo cart of Spyhunter when I was a kid during a going-out-of-business sale. I say "cart" because the game inside was actually Gyromite, and we didn't have ROB. We couldn't figure out why the game needed two players, and it's only within the past few years I even learned what ROB was.
But back on the subject. Nightshade pretty much nailed the financial issue. Sales can be an indication of quality to a point, but it's one of many factors. Psychonauts is a great game, but it's initial sales were pitiful. Metro 2033 was "a very profitable game" despite being vastly inferior to just about every top tier FPS on the market.
Also, let's not forget that we were lucky on the 360 version of Blops. PC players with dual core processors ran into major problems. Many PS3 players reported multiplayer as having an unplayable framerate, which was only recently fixed.
